Randall J. Friend
Founder

Randall J. Friend is a licensed attorney and real estate broker in the State of California. He earned a Masters of Law in Taxation (LLM) from New York University in 1987 after receiving his Juris Doctor from California Western Law School in 1986 (Cum Laude). Mr. Friend’s career included a law practice focused on real property and taxation as a sole practitioner and in the Los Angeles office of the real estate law firm of Allen Matkins. Prior to founding Eagle, he started Friend Development where he was responsible for all aspects of development for many multifamily communities. Mr. Friend is a member of the Federal District Court and U.S. Court of Claims. Randy was the approved Chairman of the Board for Southern California National Bank, served as Chairman of the Board for Mariners Elementary School Foundation, President of Newport Harbor High School Sailors Basketball Club and has also served as a director for other companies and non-profit organizations.

Wyn C. Holmes
Partner

Wyn C. Holmes is a seasoned real estate developer with more than 50 years experience. Throughout his career, he has developed in excess of 3,000 multifamily units and 1,000 single family homes. Wyn was the primary shareholder of Northwoods Construction Company and Admar Management Corp. Northwoods and Admar trained many seasoned veterans with experience in all phases of development, construction, property management, finance and marketing. Prior to Holmes and Eagle joining development forces, Holmes and Friend began developing together in the late 1990’s.


Wyn Holmes
CEO, property management

Wyn Holmes, is a veteran in the residential real estate industry who joined Northwoods Construction, a home building business upon graduating college.  Mr. Holmes learned construction fundamentals, marketing, sales and finance in residential real estate from the ground up.  Wyn was responsible for the company expanding to development of multi-family communities and acquisitions of existing multi-family communities.  Wyn formed Admar Management and became Vice President of Property Management.  Wyn has also been involved in planning, financing, construction and renovation of multi-family communities.  Additionally, he has been involved in all facets of financing including low-cost, tax-exempt financing, as well as conventional compliance issues.  Wyn joined Eagle Property Management as Vice President in 2010.

Crystal Garcia
President, Property Management

Crystal Garcia’s professional experience includes decades of multi-family housing experience in Northern and Southern California. Her portfolios have included both market rent and tax credit communities in diversified markets within California. Throughout her career, Crystal has taken on numerous underperforming assets, built successful teams, and turned the financial performance of these assets into realized profits. Areas of expertise include lease-ups, rehabilitation, condo-conversions, preparing and facilitating property sales, market analysis, budgeting, and team building.
Crystal is extremely passionate about advocating and supporting persons with special needs. She provides active support to various charitable organizations for children and young adults with special abilities.

James Brown
President, Construction

James M. Brown is a licensed general contractor and has decades of experience in the real estate construction industry. Commencing in 1990, Mr. Brown narrowed his focus to the multifamily industry where he worked with the Konwiser Corporation and Pacific Gulf Properties (PGP Reit) overseeing multiple property’s physical operations. During this time, he was also actively involved in asset repositions and capital improvement programs. In 2000, Jim joined Eagle as the Construction Manager and earned his general contractor’s license in 2006. At Eagle, Jim’s supervisory responsibilities include ground up construction of apartment communities and construction oversight.
